Baäl or Bel is a title meaning lord or Master. Not necessarily of the Satan. As a title it was applied to many gods of different places; Baäl-Gad, Baäl-Hamon, Baäl-Hazor, Baäl-Meon, Baäl-Perazim, Baäl-Salisa, Baäl-Thamar, Baäl-Zephon and a lot later, to the Baäl-Shem, (Lord of the Name) who was the famous 18th century miracle working Jewish rabbi Yisroel ben Eliezer (the Baal Shem Tov, or Besht for short).
Baälzebul a.k.a. Belzebub was the Lord of Zebul, which is a heaven. He is the one we know as Satan.
